The Needle Stops at Partnership is a literature review examining the evidence behind WomenStrong International’s theory of change and the evolving landscape of philanthropic practice.

Authored by Abbie Cohen, Ena Taguiam, Malaika Cheney-Coker, and Yulia Chuvileva of Ignited Word LLC, the review draws on 38 studies to explore how trust-based funding, peer learning, network building, visibility support, and capacity strengthening work together to help grassroots women’s organizations thrive. The evidence consistently points toward partnership — rather than hands-off giving or top-down control — as the most effective model for funders seeking lasting impact.
